Abstract: This article introduced the recent development of REACH Regulations, and especially had a detailed explanation on legal validity and differences of its Annex XIV and Annex XVII. This article also analyzed the pressures that Chinese textile and apparel exporters are facing from multi-angle views, such as market, laws/regulations, supervision and random checking/recall, entrustment inspection, NGO/the public and brands, and pointed out that green barrier has become the main barrier in international textile and apparel trade. Some positive advances and achievements had been made by Chinese textile and apparel industry in overcoming green trade barrier, strengthening supply-chain management, structuring network of standardization as well as energy conservation and emission reduction.
