Abstract: This article discussed the advantage and disadvantage to transformation and upgrading of printing and dyeing industry on three levels, as well as the necessity of intensive development to the industry. The access conditions, the demand for process optimization, improvement of equipment and product upgrading, the importance of planning guidance and policy support were also researched.
