Abstract: Henan’s textile and garment industry is a traditional strength, supported by a comprehensive industrial chain. It has been included in the 2023 — 2025 cultivation plan for Seven Advanced Manufacturing Industry Clusters and 28 key industry chains. However, since 2021, the industry has experienced a decline in overall profitability, faces shortages of high-end talent, and struggles to be less attractive for talent to come and be retained among local textile and apparel enterprises. The new quality productive forces underpin the high-quality development of Henan’s textile and garment industry chain. Building sci-tech innovation platforms is crucial, along with cultivating new types of workers to meet industry needs. Based on the actual requirements of textile and garment industrial parks, new labor strategies are necessary to support the parks’development itself.
