On October 14–15 (local time in Brazil), the 2026 ITMF Annual Conference and the Brazil Textile International Conference were held in Fortaleza, Brazil. In the Trade and Regulation—New Landscape session, Sun Ruizhe, president of China National Textile and Apparel Council (CNTAC) noted that the global textile supply-chain landscape is undergoing profound adjustment, with the industry facing unilateralism and protectionism, a rising number of trade remedy cases, and tightening compliance constraints in areas such as low-carbon, chemical safety, and labor and human rights. Some countries frequently adjust tariffs, promote near-shoring and friend-shoring, and artificially intervene in supply-chain layouts, disrupting the fair trade order.
He said that amid the complex external environment, China’s textile and apparel industry continues to consolidate its foundation, accelerate the building of a modern industrial system, and drive the industry’s transformation toward technology, fashion and green development. China is simultaneously promoting industrial upgrading and high-level institutional opening-up; apart from necessary responses to unfair trade practices, it has not added import tariffs or trade restrictions, and grants zero-tariff treatment to many developing countries. He put forward three proposals: promote innovation through openness, transformation through integration, and value through cooperation.
